Bali Chosen as Pioneering Province for SEERI Solar Energy Platform in Collaboration with Germany

The province of Bali has been selected as a pioneering region for the implementation of the Solar Energy Estimator for Rooftop in Indonesia (SEERI) platform, a collaborative effort with the German government facilitated by GIZ Indonesia.

This strategic decision was instigated by the Ministry of National Development Planning/Bappenas, showcasing the Indonesian government’s commitment to harnessing innovative technologies to promote sustainable energy solutions.

SEERI stands out as a forward-looking online portal, boasting the integration of Artificial Intelligence (AI) and satellite imagery to pinpoint the viability of solar energy utilization, specifically concerning rooftop solar panels (PLTS atap).

Andianto Haryoko, the Coordinator of the Ecosystem and ICT Utilization Directorate of Electricity, Telecommunications, and Informatics at the Ministry of National Development Planning/Bappenas, shed light on the multifaceted implications of this collaboration.

While SEERI promises a multitude of benefits, the partnership also seeks to catalyze Indonesia’s digital transformation. Bali, with its burgeoning digital landscape, was deemed the ideal testing ground for this innovative initiative.

Bali’s allure extends beyond its magnetic appeal to tourists; it boasts the Bali Kerthi Economic Roadmap, a comprehensive and sustainable economic blueprint.

This roadmap encompasses six priority strategies, with one particularly germane to our discussion – Bali Smart Island. In the grand tapestry of this economic vision, renewable energy development takes a prominent position, making the utilization of SEERI seamlessly align with Bali’s strategic objectives.

Andianto elaborated further by emphasizing that Bali’s capital, Denpasar, represents the inaugural focal point of this ambitious endeavor. As the administrative epicenter, Denpasar offers an ideal setting for the provincial government to lead by example in the adoption of cutting-edge digital technologies and renewable energy solutions.

The overarching ambition here is to underscore Bali as a model province for Indonesia-Germany collaboration in the realm of digital transformation, with a specific emphasis on bolstering the development of renewable energy sources.

In a holistic perspective, the outcomes derived from the Bali pilot project will transcend regional boundaries and significantly influence policy formulations and strategies for the National Medium-Term Development Plan (RPJMN). This initiative, therefore, harbors the potential to be a beacon of change, not only for Bali but for the entire nation of Indonesia.

The significance of Bali’s designation as the pilot province was underscored by its alignment with local regulations. Bali has taken proactive steps through regional regulations such as Bali Regional Regulations No. 9 of 2020, Bali Governor Regulation No. 45 of 2019, and Bali Governor Regulation No. 48 of 2019. These regulatory frameworks have created a conducive environment for initiatives like the SEERI platform to thrive.

Ida Bagus Setiawan, Head of the Bali Manpower and Energy Office, attested to the synergy between the Ministry of National Development Planning/Bappenas’ plan and local regulations. He pointed out that Bali possesses a wealth of renewable energy potential, especially through rooftop solar panels, which will be further enhanced through SEERI.

Notably, Bali has already made strides in clean energy generation, with 19 MW of capacity currently operational and plans to inject an additional 150 MW of clean energy into its grid.

Setiawan also underscored the urgency of expanding Bali’s power generation capacity, noting that neglecting this aspect could have critical implications for the island’s future energy needs. Bali envisions a future where power generation is synonymous with clean energy practices, a vision that aligns seamlessly with the SEERI platform’s objectives.

Daniel Schroeder, Head of the Digital Transformation Center (DTC) at GIZ Indonesia, provided insights into SEERI’s inner workings. The platform boasts a robust system for assessing the suitability of solar energy adoption, particularly through rooftop solar panels.

By offering open access to this platform, SEERI is poised to serve as an educational tool, enlightening the public about the manifold benefits of rooftop solar panels – benefits that extend to both the environment and the economy. Importantly, these efforts harmonize with the government’s overarching mission to foster sustainable energy practices and environmental stewardship.
