Bali has introduced new rules that directly affect Bali online tourist drivers, requiring them to be local residents with a Bali ID card and vehicles bearing DK plates. The regulation aims to protect local drivers while improving the management of tourism transportation across the island.

The change of Bali online tourist drivers comes after the Bali Regional House of Representatives (DPRD Bali) officially approved the Regional Regulation on the Operation of App-Based Special Tourism Transport Services (ASKP). Under this new regulation, only drivers with a Bali ID card and vehicles with DK license plates are allowed to operate tourism-related app-based transport.

“Driver recruitment must require a Bali domicile ID card and DK license plate,” said the Coordinator of the ASK Bill, I Nyoman Suyasa, during the DPRD plenary session held at the Governor’s Office in Denpasar on Tuesday (October 28, 2025), as reported by detikBali.

In addition to prioritizing local drivers, the regulation requires app-based transport companies to be legally registered entities and provide accident insurance for both passengers and drivers. These companies must also ensure their drivers meet competency standards specific to tourism transport services.

To maintain Bali’s identity as a cultural tourism destination, the DPRD emphasized that cultural knowledge would become a key qualification for drivers. “To ensure quality service, all tourism drivers must possess knowledge of Bali’s cultural tourism,” Suyasa stated.

The new law also introduces different fare structures for domestic and international tourists. The specific tariff guidelines will be established through a decree issued by the Governor of Bali.

Bali’s Deputy Governor, I Nyoman Giri Prasta, underlined the need for active monitoring and coordination among all parties to ensure the regulation is effectively enforced. “The regulation will be governed by a Governor Regulation, which also outlines administrative sanctions and joint agreements,” he said.

Suyasa further clarified that the ASKP regulation applies only to app-based transportation services operating within the tourism sector. Regular online taxis and motorcycle taxis (ojol) that serve daily commuters are not bound by the requirement to have a Bali ID card or DK license plate.

The new policy reflects Bali’s efforts to strengthen its tourism ecosystem by protecting local livelihoods and promoting better order in the growing market for app-based transport on the island.
