The government has officially announced a subsidy program for the purchase of battery-based Electric Motor Vehicles (EMV) including electric motorcycles and cars. The program has two conditions for subsidy eligibility – the purchase of a new electric motorcycle or the conversion of an existing motorcycle to electric.
According to Secretary General of the Ministry of Energy and Mineral Resources, Rida Mulyana, there are three groups for eligibility for electric motorcycle conversion.
The first group includes motorcycles in good condition that are roadworthy. The second group consists of motorcycles with engine capacity between 110 – 150 cc and with complete documentation such as STNK, BPKB, legal vehicle registration number, and KTP.
However, the conversion must be carried out in government-certified workshops issued by the Ministry of Transportation. “Big motorcycles (Moge) are not included,” said Rida in the KBLBB Incentive Press Conference on March 6, 2023.
As previously reported, the government will provide a subsidy of IDR 7 million per electric motor vehicle unit.
For the purchase of a new electric motorcycle, the Minister of Industry, Agus, revealed that eligible consumers will receive a subsidy. The dealer will input the buyer’s National Identity Number (NIK) into the system to check eligibility for the subsidy.
If eligible, the buyer will receive a direct price reduction. The dealer will then file a claim for the incentive subsidy with Bank Himbara, which will verify the completeness of the documents. After verification, Himbara will pay the incentive subsidy to the manufacturer.
Several institutions will be involved in the scheme, including the Ministry of Industry, manufacturer, dealer, verifier, and Bank Himbara. “That’s the institutions involved. The subsidy will be given to the manufacturer,” said Minister Agus.
Additionally, consumers are required to provide their NIK and Taxpayer Identification Number (NPWP) to reduce the risk of purchasing more than one vehicle.
As previously reported, the subsidy provided this month will be the removal of PPnBM for electric vehicles.
“We have prepared a scheme that involves several institutions, including banking, the manufacturer, ourselves, and the TPA, to ensure that government subsidies are given to those who are eligible and cannot purchase twice,” said Minister Agus.
According to Agus, this incentive will be provided to 200,000 units of electric motorcycles and 35,000 units of electric cars from Hyundai and Wuling until December 2023.
Minister Agus ensured that general guidelines for the KBLBB subsidy will be completed within the next week. “We will prepare the general guidelines needed by the Ministry of Finance within one week,” said Agus.
