Indonesia’s creative economy is facing a major challenge when it comes to securing funding, especially for intellectual property (IP)-based projects. This struggle has led the Ministry of Tourism and Creative Economy (Kemenparekraf) to propose a new initiative: the Indonesia Content Creator Fund. The aim is to provide crucial financial support to content creators, who are seen as key players in promoting the country’s culture and creative industries to a global audience.
Sandiaga Uno, the Minister of Tourism and Creative Economy, explained the significance of this fund in a recent press briefing at the Sapta Pesona Building in Central Jakarta.
“The Indonesia Content Creator Fund will focus specifically on the creative economy, so films and other content produced by our creative economy actors can receive the funding they need,” Sandiaga stated on Monday, October 7, 2024.
He emphasized that this initiative was born out of the difficulty many creators face in securing funding based on intellectual property. “It’s a clear separation—this fund is meant for the creative economy, while another fund will focus on tourism, particularly international events,” added Nia Niscaya, a top expert at Kemenparekraf.
However, the proposal has not yet received the green light from President-elect Prabowo Subianto. Sandiaga expressed hope that the next administration would carry forward the plan, noting that it is aligned with broader efforts to enhance Indonesia’s creative and tourism sectors.
“It will follow a similar model to the Indonesia Quality Tourism Fund (IQTF), using the Public Service Agency (BLU) approach, with oversight from the Ministry of Finance,” Sandiaga said.
The Indonesia Quality Tourism Fund, which was established to boost high-quality, sustainable tourism activities, has already moved into the final stages of approval.
“We have initialed the Presidential Regulation, and it is now in the finalization process. Hopefully, it will be signed next week so that IQTF can be launched under the new government,” Sandiaga announced.

In an earlier directive, President Joko Widodo had allocated Rp2 trillion from the 2025 state budget (APBN) to establish the IQTF, which will support international-standard tourism events and initiatives. The fund is expected to improve Indonesia’s position on the global tourism stage and increase the length of international visitors’ stays.
Sandiaga is optimistic that these endowment funds will help Indonesia host world-class events, attract more tourists, and elevate the country’s image worldwide. “The allocation of this fund will foster high-quality, globally recognized events with significant economic impact, supporting the movement of tourists while showcasing Indonesia on the world stage,” he concluded.
As the global creative economy continues to evolve, Indonesia’s steps toward supporting its content creators and enhancing its tourism sector represent a bold move to remain competitive in an ever-changing landscape.
