Indonesia’s New National Capital Project Finally Starts after Jokowi Signs New Capital Law

The mega project of moving the Indonesian capital city from Jakarta to East Kalimantan is finally starting soon. This is after President Joko Widodo (Jokowi) signed the State Capital Law (UU IKN).

The law that underlies on moving the country’s capital is Law Number 3 of 2022 concerning the State Capital (UU IKN) and was officially signed last Tuesday (15/2).

The Minister of National Development Planning/Head of Bappenas, Suharso Monoarfa, said the IKN development would be the beginning of a new civilization for Indonesia.

“With the name Nusantara, the capital city of the Republic of Indonesia represents the concept of unity that accommodates Indonesia’s rich plurality,” said Suharso.

Furthermore, he said, there are three main goals of IKN, namely a symbol of national identity, a sustainable city in the world, and a driver of Indonesia’s economy in the future.

IKN development, apart from being an effort to change the development paradigm to become Indonesia-centric, is also at the same time realizing the Indonesia Vision 2045.

In each process, IKN development will involve the community around East Kalimantan. “Local community participation is broad, whether they participate in building, whether they participate in work, everything is open, job opportunities are open for them,” said Suharso.

“The governance in IKN requires agile, effective, and efficient work. Even though a special form of government must be constitutional, it must still be based on the 1945 Constitution, but still adopt the needs to realize IKN,” said Suharso.

Furthermore, the Expert Staff of the Minister of National Development Planning for Institutional Relations, Diani Sadia Wati, said that IKN governance will certainly not come out of the constitution.

As previously informed, the president has 30 days from the time the bill is approved by the DPR to sign. However, even though it did not get a signature, the bill is still valid as law and must be promulgated. The law comes into force from the date of promulgation.

The government and the DPR previously approved the IKN Bill at the DPR Plenary Session which was held on January 18, 2022. The law will become the legal basis for moving the country’s capital city from DKI Jakarta to the Archipelago.

On the other hand, the Chair of the Indonesian House of Representatives, Puan Maharani, has also visited the IKN Nusantara zero-point area in North Penajam Paser (PPU), East Kalimantan. The PDIP politician admitted that he wanted to review the preparations for the construction of the new IKN. Meanwhile, President Jokowi is rumored to be camping at the location of the candidate for the new nation’s capital city.

The Capital of the Archipelago has been agreed upon in the form of a special regional government unit at the provincial level whose territory is the seat of the State Capital.

The designation of the IKN Authority as a special regional government for the Capital of the Archipelago was given to respond to the development of the current digital era in facilitating the implementation of all IKN development affairs.

However, the transfer of IKN also received a rejection response from various public circles. Narasi Institute initiated an online petition entitled “Mr. President, 2022-2024 is not the time to move the national capital”. The petition was uploaded on the change.org website.
