The pandemic isn’t over yet. The daily cases of Covid-19 continue to increase in Indonesia. Yesterday’s Covid-19 cases increased by 1,678, higher than the previous day’s position of 1,180. Then, what about the travel requirements? Is PCR Testing re-enacted?
Fortunately, although cases continue to increase significantly, so far there is no sign that the government will tighten travel rules for domestic travelers.
The government previously relaxed its policy of using masks outdoors. In addition, the government has also removed the obligation to show the results of the Covid-19 test for domestic and foreign travelers who have had a complete dose of the vaccine.
The Ministry of Transportation has also issued the latest circular containing instructions for implementing domestic and foreign travel using air transportation. This rule is stated in Circulars (SE) 56/2022 and 58/2022.
This rule applies during the period of Enforcement of Community Activity Restrictions (PPKM) throughout Indonesia in the next two weeks.
Conditions for boarding a domestic travel plane
The rules for boarding a flight for domestic travel are stated in SE 56/2022. Here are the details:
Every individual who travels must implement and comply with health protocols, in the form of:
- Wear a triple cloth mask or medical mask that covers the nose, mouth, and chin while indoors or when in crowds, during flights, or onboard aircraft.
- Change masks every four hours and dispose of waste masks in available places.
- Wash hands regularly with soap and water or uses hand sanitizer.
- Maintain a minimum distance of 1.5 meters from other people and avoid crowds.
- It is advised not to speak one-way or two-way over the telephone or in-person during the trip.
Domestic travelers (PPDN) must comply with the following provisions:
- Responsible for each other’s health and compliance with applicable terms and conditions.
- It is mandatory to use the PeduliLindung application.
- PPDNs who have received vaccines in doses two and three are not required to show negative results from the RT-PCR test or rapid antigen test.
- PPDN that has received the first dose of vaccine, must show a negative antigen result whose sample is taken within 1×24 hours before departure or PCR results whose sample is taken 3×24 hours before departure.
- PPDNs who have special health conditions or comorbid diseases that make them unable to receive vaccinations must show a negative 1×24 antigen result or 3×24 PCR test results before departure. In addition, the person concerned must also attach a doctor’s certificate from a government hospital explaining that he has not and/or cannot take the Covid-19 vaccination.
- PPDNs who are under six years old are not required to show negative PCR or antigen results but must be accompanied by a travel companion who has met the provisions for vaccination, Covid-19 examination, and implementation of health protocols. Provisions for vaccination and Covid-9 examination tests are excluded for pioneering air transportation, including flights in border areas, and 3T areas (lagging, leading, outermost) according to the conditions of each area.
Requirements to board a plane for an overseas trip
The rules for boarding a plane for foreign travel are set out in SE 56/2022. Here are the details:
- Implement health protocols following the provisions of the Indonesian government.
- PPLN must use the PeduliLindung application. If you don’t have it, then you must download it before departure.
- Show that the Covid-19 vaccine card/certificate (physical or digital) has received a second dose at least 14 days before departure as a condition for entering Indonesia, with the following conditions:
- PPLN Indonesian citizens who have not received the vaccine will be vaccinated at the entry point for overseas travel after a PCR examination on arrival with negative results or at a quarantine place after a second PCR examination with negative results.
- PPLN foreigners who have not received the vaccine will be vaccinated at the entry point for overseas travel after a PCR examination on arrival with a negative result or at a quarantine place after a second PCR examination with a negative result, provided that they are 6-17 years old, have diplomatic residence permits and official residence permits, and/or have a limited stay permit card (KITAS) and a permanent residence permit card (KITAP).
- PPLN foreigners who have been in Indonesia and will travel domestically and internationally are required to vaccinate.
- Vaccine card/certificate (digital or physical) has received the second dose of Covid-19 vaccine written in English, in addition to the language of the country of origin.
