Commission IX of the House of Representatives (DPR) called the Minister of Health to discuss the plan to eliminate the Social Security Administrator for Health (BPJS) classes 1, 2, and 3. What exactly is this policy?

In today’s meeting agenda, the discussion of the meeting includes an explanation of the implementation of standard inpatient class piloting (KRIS), a discussion of the development of basic health needs policies (KDK), specifically changes in health service tariffs on First Level Health Facilities (FKTP), and facilities Advanced Level Referral Health (FKRTL).

BPJS has conducted a trial for the standard inpatient class (Kris) in a substitute for 1,2 class, and 3 in some health facilities. Since September 2022.

Furthermore, PPS Head of Public Relations BPJS Health Arif Budiman explained that the scheme and the number of contributions were still the same as before. Referring to Presidential Regulation Number 64 of 2020 concerning the Second Amendment to Presidential Regulation Number 82 of 2018 concerning Health Insurance, the number of contributions is determined based on the type of membership of each participant in the JKN program.

“Furthermore, related to contributions, there is currently no discourse on changes in contributions,” he was quoted as saying recently.

Arif said, for the poor and poor people registered as PBI participants, the contribution of Rp 42,000 was paid by the central government with the contribution of the regional government following the fiscal strength of each region.

Furthermore, for PPU participants (wage recipient workers) or formal workers both state administrators such as ASN, TNI, Polri, and private workers, the number of contributions of 5% of the wages, with details of 4% paid by the employer and 1% by workers. The calculation of this contribution also applies the lower limit, namely the district/city minimum wage and the upper limit of Rp 12 million.

“So the calculation of contributions from a person’s income only applies to the type of PPU membership, formal workers who get routine wages from their employers,” he added.

Finally, groups of informal sector participants who do not have permanent income are grouped as PBPU participants (non-wage recipients) and BP (not workers).

For this type of membership, participants can choose the number of contributions as desired. Class 1 is IDR 150,000 per person per month, class 2 is IDR 100,000 per person per month and class 3 is IDR 35,000 per person per month.

It should also be noted that specifically for PBPU class 3 actually received assistance from the government of Rp. 7,000 per person per month, so that is actually a total of Rp 42,000.

“So someone who does not have an income or no longer earning can choose to become a PBPU participant with a choice of classes 1, 2 or 3. or if it is included in the category of poor and poor people recorded in the Integrated Social Welfare Data (DTKS) can be included in the group PBI participants whose contributions are paid by the government, “he concluded.
