As Mpox was declared a Public Health Emergency of International Concern on August 14, 2024, Indonesia swiftly implemented measures to prevent the virus from spreading within its borders. A key step in preventing monkeypox is the reintroduction of the SatuSehat application for all international travelers, ensuring that the nation remains vigilant in protecting public health.

The Ministry of Transportation (Kemenhub) has mandated the use of the SATUSEHAT Health Pass for anyone entering Indonesia. This regulation, outlined in Circular Letter No. SE 5 DJPU of 2024, became effective on August 27, 2024, in response to a directive from the Minister of Health concerning the SATUSEHAT Health Pass.

Director General of Civil Aviation, M. Kristi Endah Murni, emphasized the importance of this measure, stating, “The issuance of SE 5 DJPU of 2024 provides crucial guidelines for Air Transport Operators and Foreign Air Transport Companies. It ensures that all individuals, whether flight personnel or passengers, traveling to Indonesia must complete the SATUSEHAT Health Pass electronic self-declaration form. Additionally, it guides International Airport Operators on implementing necessary measures to prevent the transmission of Mpox at airports.”

The SATUSEHAT Health Pass simplifies the process of monitoring and managing the entry of travelers into Indonesia, especially those coming from regions affected by Mpox. The Ministry of Transportation has outlined several key steps for Air Transport Operators and Foreign Air Transport Companies:

1) They must educate all international travelers, including flight personnel, about the requirement to complete the SATUSEHAT Health Pass at https://sshp.kemkes.go.id before entering Indonesia.
2) The electronic self-declaration form must be filled out at the departure airport by every international traveler.
3) Airlines and airport authorities are required to coordinate with the Health Quarantine Office if there are issues completing the SATUSEHAT Health Pass at the arrival airport.
4) Close collaboration with the Health Quarantine Office is essential to prevent Mpox from spreading within Indonesia.

International Airport Operators have also been instructed to take additional precautions:

1) Continuous coordination with the Health Quarantine Office is necessary to implement effective measures against Mpox at airports.
2) Immediate action, in partnership with the Health Quarantine Office, should be taken to manage passengers suspected of having Mpox upon arrival in Indonesia.

Director General Murni also directed the Director of Aviation Security and the Heads of Airport Authorities to ensure strict adherence to this circular. “All parties are expected to execute these regulations with full responsibility and diligence,” she emphasized.

Indonesia’s rapid and comprehensive response to the Mpox outbreak reflects its commitment to safeguarding public health. By enforcing the SATUSEHAT Health Pass and ensuring compliance at all entry points, the country aims to prevent the spread of Mpox while maintaining smooth international travel operations.
