The Renewable Energy Bill Will Be Completed Today

The Legislative (Baleg) of the DPR will finalize the New Energy and Renewable Energy (EB-ET) Draft Law today, Tuesday (14/6/2022). The decision was passed after the DPR approved the bill harmonization proposed by Commission VII a few weeks ago.

This was confirmed by Deputy Chairman of Commission VII DPR Eddy Soeparno to CNBC Indonesia, Tuesday (14/6/2022). He said that the draft would be finalized and passed today to become a DPR initiative bill.

Eddy hopes that with this law the development of new energy such as hydrogen to the downstream coal program will be more advanced than nuclear.

The reason is that technically nuclear development still requires a level of security and a level of safety that is a priority at this time.

“That is a consideration why we unravel previous problems before we use nuclear, so we maximize the potential of other new energy before we go into nuclear,” he said.

Meanwhile, based on the latest draft bill, there is a separation between new energy and renewable energy. With that, the Bill on New and Renewable Energy (EBT) has now changed its name to the New Energy and Renewable Energy Bill.

In this latest draft of the bill, Article 9 states that there are several types of new energy sources.

Among them are nuclear, hydrogen, coal bed methane, coal liquefaction, coal gasification; and other New Energy Sources.

Meanwhile, Article 26 states that the provision of New Energy by the Central Government and/or Regional Governments is prioritized in undeveloped areas, remote areas, and rural areas by using local New Energy Sources.

Regions producing New Energy Sources have priority to obtaining New Energy from local New Energy Sources.

The supply of New Energy is carried out through state-owned enterprises, regional-owned enterprises, village-owned enterprises, cooperatives, private-owned enterprises; and other business entities following the provisions of laws and regulations.

Whereas in article 30, Renewable Energy Sources consist of several kinds. Among them are geothermal, wind, biomass, sunlight, water flows and waterfalls, garbage, agricultural and plantation product waste, livestock waste or manure, movement, differences in sea layer temperature, and other Renewable Energy Sources.

Article 32, paragraph 1 it is stated that individuals and business entities in the business of renewable energy are required to have a business license.

The Business Entity as intended consists of; state-owned enterprises, regional-owned enterprises, village-owned enterprises, cooperatives, private-owned enterprises, and other business entities by the provisions of laws and regulations.
