On October 14, 2021, the Indonesian government officially opened the door for international arrivals to Bali. But, not all are allowed to direct international flights to Bali, just 19 countries were selected. The decision was based on the number of cases and the low positivity rate. It was announced directly by the Indonesian government through the Coordinating Minister for Maritime Affairs and Investment Luhut Binsar Panjaitan.

“Regarding the list of 19 countries that are allowed to enter Bali, I can explain that these 19 countries were chosen taking into account the number of cases and the low positivity rate based on WHO (World Health Organization) standards”

Luhut said at an online press conference, Monday (18/10/2021).

Luhut further stated that if any of the 19 countries didn’t open the doors of arrival for Indonesia, then the government might delete that country from the list that is allowed to enter Indonesia because this agreement is reciprocal.

The list of 19 countries permitted by the Indonesian government to enter Bali and the Riau archipelago includes Saudi Arabia, 2. United Arab Emirates 3. New Zealand 4. Kuwait 5. Bahrain 6. Qatar 7. China 8. India 9. Japan 10. Korea South 11. Liechtenstein 12. Italy 13. France 14. Portugal 15. Spain 16. Sweden 17. Poland 18. Hungary 19. Norway.

The 19 countries can make direct flights to Bali and the Riau islands, while countries outside the list of 19 countries can still enter Indonesia through the Jakarta or Manado International flight gates by following the existing requirements.

The requirements that need to prepare for arrival to Indonesia include:

  1. Have a negative RT PCR result within 3x 24 hours.
  2. The complete dose vaccine card/certificate must state that it has been vaccinated at least 14 days before departure and attached in English other than the language of the country of origin.
  3. Foreign international travelers with the purpose of traveling can enter Indonesia through airport entry points in Bali and Kep. Riau.
  4. Short Visit Visa or another valid entry permit for foreigners
  5. Proof of insurance ownership worth US$100,000 or equivalent to Rp1.4 billion that covers financing for Covid-19
  6.  Proof of booking accommodation while staying in Indonesia.

So, after arriving in Indonesia, whether by land, sea, or air, foreign tourists must self-quarantine for five days at a predetermined place. Previously, the quarantine period was eight days. Self-quarantine financing is borne independently for all passengers.

In response to the central government’s decision, the local government of Bali supports the decision and will publish a guidebook for foreign tourists who want to visit Bali, and they have prepared approximately 35 quarantine hotels that visitors can choose from.
