Travelers planning to fly within Indonesia during the year-end holidays can take advantage of a government-backed ticket discount of 11% to 13%. The stimulus is designed to make domestic flights in Indonesia more affordable during the 2026 Christmas and 2027 New Year holiday period. The discounted fares will be available for economy-class flights scheduled between December 22, 2026, and January 10, 2027.

The government has already begun implementing the program, according to Lukman F. Laisa, Director General of Civil Aviation at the Ministry of Transportation. Speaking to reporters during a discussion with Forwahub in Jakarta on Monday, October 26, 2026, Lukman confirmed that the discount of domestic flights in Indonesia would reduce eligible airfares by up to 13%.

“(The airline fare discount stimulus for the Christmas and New Year period) has already been implemented. It has been carried out, and this stimulus will reduce fares by 11% to 13%,” he said.

Passengers do not have to wait until December to secure discounted tickets. The ticket purchasing period opened on October 20, 2026, and will remain available through January 10, 2027. This allows travelers to arrange their year-end trips in advance, provided their flights fall within the eligible travel period from December 22, 2026, to January 10, 2027.

The discount is being delivered through a government-borne Value Added Tax (VAT) scheme, known in Indonesia as Pajak Pertambahan Nilai Ditanggung Pemerintah (PPN DTP). Under this arrangement, the government covers 100% of the applicable VAT on eligible components of the airfare.

However, the benefit does not apply to every element of an airline ticket. The VAT coverage is limited to the base airfare and the fuel surcharge. Other components of the ticket price are not included in the scheme, so the overall reduction passengers receive may depend on how much of their ticket cost falls within the eligible categories.

To fund the initiative, the government has allocated Rp722 billion. The program is expected to reach approximately 3.7 million passengers traveling during the designated holiday period.

“The quota represents an estimated 3.7 million passengers, and the budget for the government-borne VAT is Rp722 billion,” Lukman explained.

The initiative is intended to ease the financial burden of domestic travel while helping people maintain mobility throughout the Christmas and New Year holidays. By lowering eligible airfare costs, the government hopes to make it easier for people to plan trips during one of the busiest travel periods of the year.

For travelers, the key details are the dates and the scope of the discount. Eligible economy-class flights must operate between December 22, 2026, and January 10, 2027, while tickets can be purchased from October 20, 2026, until January 10, 2027. The 11% to 13% stimulus is provided through full government coverage of VAT on base fares and fuel surcharges, rather than a blanket discount on every part of the ticket price.

With Rp722 billion set aside and an estimated 3.7 million passengers expected to benefit, the program represents a government effort to support more affordable air travel during the 2026–2027 year-end holiday season.
