The purchase rules of fuel for assignments (JBKP) such as RON 90 or Pertalite fuel will be readjusted. This will be done so that the subsidized Pertalite Fuel Oil (BBM) can be enjoyed by the right people.
The adjustment to the purchase rules is being prepared by the Ministry of Energy and Mineral Resources (ESDM) together with the Downstream Oil and Gas Regulatory Agency (BPH Migas) and PT Pertamina (Persero).
The issuance of the rules regarding the technical instructions for purchasing Pertalite fuel is intended so that the purchase of subsidized fuel can be more targeted to those who are entitled to it.
Head of BPH Migas, Erika Retnowati confirmed, that her side is currently working on the regulation. What is clear is that her side is currently revising Presidential Regulation (Perpres) Number 191 of 2014 concerning the Supply, Distribution, and Retail Selling Price of Fuel Oil (BBM).
Unfortunately, Erika doesn’t want to provide details about the technical instructions. So it is not known what the criteria for buying Pertalite BBM will be and what the fuel purchase scheme used by a million Indonesians will be.
She only said that the regulation was still being discussed. When the time comes, her side will immediately socialize the regulation.
“It is hoped that this rule will run in the next two to three months,” said Erika.
On the other hand, Member of Commission VII DPR, Mulyanto also confirmed, that the information was that the authorized institution was formulating the technical guidelines. The current position of the DPR approves the existence of this technical regulation.
This, said Mulyanto so that owners of luxury vehicles and red plates do not use subsidized fuel or this assignment. “This effort needs to be immediately intensified at the gas station level. In addition to the technical regulations, BPH Migas or the Ministry of Energy and Mineral Resources will immediately issue it,” explained Mulyanto, quoted on Tuesday (24/5/2022).
Mulyanto was not able to elaborate on the points of the technical rules for purchasing Pertalite fuel. What is clear, the technical instructions are made so that luxury vehicles and official vehicles do not use subsidized fuel or in general vehicles that are entitled to use subsidized fuel or assignments.
PT Pertamina Patra Niaga noted that currently, the Pertalite fuel quota is still safe in-stock conditions reaching 17 days. Currently, Pertalite fuel is indeed being hunted by Indonesian citizens because the price is cheap or Rp. 7,650 per liter compared to the price of Pertamax which reaches Rp. 12,500 per liter.
Due to the high price gap between Pertalite and Pertamax, Pertamina noted that currently there is a 25% migration of fuel purchases from Pertamax to Pertalite.
