Digital payments are no longer a supporting feature in Indonesia’s economy. They are becoming the backbone. Throughout 2025, Bank Indonesia recorded strong momentum in the digital economy, driven largely by the rapid expansion of QRIS transactions that exceeded expectations by a wide margin.
Data from Bank Indonesia shows that by November 2025, total digital payment transactions, covering mobile banking, QRIS, and internet banking, reached 4.6 billion transactions. This figure represents a 40% year on year increase compared with the same period last year. The growth highlights how deeply digital payments have become embedded in daily economic activity.
Mobile banking continued to dominate transaction volume. It accounted for 2.79 billion transactions during the period. QRIS followed closely with 1.68 billion transactions. According to BI Deputy Governor Filianingsih Hendarta, these numbers reflect a clear shift in behavior across society and businesses.
“Of that total, mobile banking accounted for 2.79 billion transactions, while QRIS recorded 1.68 billion transactions. This once again reflects the increasingly widespread adoption of digital payments by the public and MSMEs,” Filianingsih said at a press conference following the December 2025 Board of Governors Meeting (RDG) on Wednesday (17/12/2025).
She explained that digital payment systems have moved beyond convenience. They now form a core foundation of economic activity. Looking ahead, Bank Indonesia expects this momentum to continue into 2026, particularly across consumption, transportation, and public service sectors.
The central bank projects digital payment transactions in 2026 could grow by up to 29.79% year on year. QRIS, in particular, is expected to remain a key driver. By the end of 2025, the number of QRIS users had reached 59 million, already surpassing the annual target of 58 million.

Merchant adoption also exceeded expectations. QRIS is now used by 42 million merchants nationwide, above the initial target of 40 million. Most of these merchants are MSMEs, accounting for around 90% of total users. Transaction performance went even further beyond projections.
“The transactions reached 13.66 billion, compared to the target of 6.5 billion transactions,” Filianingsih revealed.
With this strong performance as a foundation, Bank Indonesia has set ambitious goals for 2026. Under the Independence Day themed target of 17-8-45, the central bank aims to push QRIS transactions to 17 billion. Expansion is planned to reach eight countries, supported by a growing ecosystem of 45 million merchants and 60 million users.
These targets reflect BI’s broader vision. Digital payments are expected to play a bigger role in strengthening financial inclusion, supporting MSMEs, and sustaining economic growth in the years ahead.
