It looks like Indonesia is preparing for a huge shopping surge at the end of the year, and the expectations are sky-high. The government and industry associations are setting a target of Rp 30 trillion through a national shopping campaign. Even more exciting, international visitors will be offered discounts reaching up to 80% in Indonesia great sale, with an additional 11% available through tax refunds.

The hope is that this combination of incentives will draw shoppers from across the world into Indonesia’s malls and retail centers. This massive program is being led by the Coordinating Ministry for Economic Affairs along with the Indonesian Shopping Center Tenant and Retail Association, or Hippindo.

They’re gearing up for the Indonesia Great Sale 2025, scheduled to run from December 18, 2025, until January 4, 2026. Hippindo Chairman Budihardjo Iduansjah said the “Belanja di Indonesia Aja” movement is designed to attract both foreign tourists and domestic travelers, especially during peak holiday season.

He mentioned that discussions have already taken place with the Ministry of Tourism, where they emphasized the importance of drawing international visitors, not just keeping Indonesians shopping domestically.

“We reported that foreign tourists must also be attracted, not only domestic tourists who we keep from traveling abroad. But foreign tourists must be invited too,” he stated during a press conference at the Tourism Ministry office on Friday, November 21, 2025.

Budihardjo then shared details about the discounts foreign tourists will be entitled to. Retailers plan to offer large reductions, with discounts ranging between 20% and 80%, plus the possibility of an additional 11% through the tax refund program.

“Our plan this December is that retail members will offer discounts of 20 percent, 80 percent, and with this creating fund there will be an additional 11 percent. So when tourists show their passports, they will receive an extra discount,” he explained.

He added that the target of Rp 30 trillion covers the full campaign period from mid-December to early January, and they have increased this goal by around 5 to 10 percent compared to last year.

“Next, the target is Rp 30 trillion from December 18 to January 4. We increased this by around 5 to 10 percent from last year, and we hope this can be achieved,” he said.

Tourism Minister Widiyanti Putri Wardhana expressed her agreement with the approach. She said shopping is now one of the biggest motivators for people choosing to travel, which means Indonesia must expand and optimize its promotional strategy. She explained that in 2024, tourists in Indonesia spent an average of 1,391 US dollars each, and 11.4% of that amount was spent on souvenirs. She also pointed out that tourist spending in destinations like Bali has shown encouraging growth, especially in retail activities.

With these incentives, Indonesia is preparing for a retail season that blends tourism, shopping, and national revenue goals, all wrapped into one ambitious program.
