As Bali rebounds as a top tourist destination post-pandemic, it faces a new challenge: severe traffic congestion. To address this, Bali has announced plans for the Bali Urban Rail project, which includes a mass rapid transit (MRT) system. This ambitious project is set to break ground in September 2024, with the first phase expected to be completed by 2028.
Given the increasing number of tourists, the island urgently needs a robust public transportation system. The notorious holiday traffic jams must be managed if Bali is to maintain its appeal. The Bali Urban Rail project, including the MRT, aims to alleviate these issues. Groundbreaking is planned for September 2024, with the first phase of the MRT targeted for completion by 2028.
The planning and details of this project were discussed in a meeting involving provincial, city, and regency governments, along with PT Sarana Bali Dwipa Jaya (SBDJ).
“The target for completing the route in Badung is part of a phased approach. We aim to have the first phase finished by 2028,” stated Badung Regional Secretary I Wayan Adi Arnawa, as reported by detikBali on Wednesday (17/7/2024).

Adi highlighted that during the presentation meeting on Monday (15/7), it was emphasized that the MRT project is not just expected to solve current transportation problems but will also include the development of a commercial center.
“This minimizes the use of surface land, allowing Bali to retain its current charm. Our land area is limited; over-exploitation would lead to losing our identity. The current scenic beauty will remain intact,” Adi explained.
PT SBDJ is set to announce the investor for the Bali Urban Rail project in the third week of July. Out of four consortia, three are being considered as potential investors, with PT SBDJ still clarifying their qualifications.
Investors are required to finalize agreements within two months before physical construction begins. However, Adi did not disclose the exact investment value for the subway project.
“It’s a significant investment. I don’t want to provide incorrect figures. The important thing is that investors are already showing interest in the subway in Badung,” Adi said.
Adi Arnawa mentioned that the MRT construction in Bali, particularly in Badung, is expected to boost tourism growth, a key sector in the region. The Badung Regency Government hopes this project will address the traffic congestion issues in Bali.
“It’s undeniable that this process needs to be phased with a substantial budget. We ask for community support to ensure this project proceeds smoothly and resolves the traffic congestion in Badung and Bali in general,” Adi concluded.
