The government has set a policy for the Implementation of Level 3 Community Activity Restrictions (PPKM) for all parts of Indonesia which will take effect from December 24, 2021 to January 2, 2022.

It is regulated in the Instruction of the Minister of Home Affairs (Inmendagri) Number 62 of 2021 regarding the Prevention and Handling of Covid-19 at Christmas in 2021 and New Year in 2022. The rules for limiting activities during PPKM Level 3 are applied to a number of locations, ranging from shopping centers and tourist attractions. The purpose of PPKM level 3 December 24, 2021 to January 2, 2022 throughout Indonesia is to suppress and reduce the spread of Covid-19 cases.

The following are the requirements for entering a shopping center or mall during PPKM Level 3:

Using the PeduliLindung application when entering and leaving the mall;

Only people who are already yellow (getting the first dose of the Covid-19 vaccine) and green (getting the full dose of the Covid-19 vaccine) can enter;
Implement stricter health protocols.

Conditions for entering tourist sites during the PPKM Level 3 is similar from the requirements for entering the mall, the following are the requirements to enter tourist sites during PPKM level 3:

At places- priority tourist attractions apply an odd-even number plate policy to reduce the number of people visiting;

Using the PeduliLindung application when entering and exiting tourist sites;

Only people who are already yellow (getting the first dose of the Covid-19 vaccine) and green (getting the full dose of the Covid-19 vaccine) can enter;

Implement stricter health protocols.

In addition to setting the requirements for entering malls and tourist sites, the government through Inmendagri 62 also regulates what activities are allowed and not allowed in the two public places during the implementation of PPKM Level 3.

  • PPKM Level 3 Malls are prohibited from holding Christmas and New Year celebrations, except in the form of MSME exhibitions;
  • Operational hours have been extended from 09.00-21.00 local time to 09.00-22.00 local time. This policy is to prevent crowds at certain hours; Limitation of visitor quota, maximum 50 percent of total capacity;
  • Cinemas may open with a maximum capacity of 50 percent;
  • Eating and drinking activities in shopping centers can be carried out, also with a maximum visitor limit of 50 percent.

Limitation of activities at tourist attractions during PPKM Level 3 Specifically for tourist site arrangements, the following rules apply:

Facilitating health protocols properly;

  • Ensuring that there are no crowds that prevent social distancing;
  • Limit the number of tourists to a maximum of 50 percent of the total capacity;
  • It is not allowed to hold a celebration party that causes a crowd, either in an open or closed place;
  • Reducing the use of loudspeakers that cause people to congregate in large numbers;
  • Limiting cultural and traditional arts activities, both religious and non-religious, which were usually carried out before the Covid-19 pandemic.

The implementation of this policy is intended to prevent an increase in cases of coronavirus infection which usually occurs as a result of the long holiday momentum. Indonesia had already experienced it is after the long Lebaran 2021 holiday.
