The Expansion of Papua Region Aims to Accelerate Development

Previously, the government had approved the expansion of the Papua region which resulted in three new provinces. The three new provinces that were officially approved by the government are South Papua Province, Central Papua Province, and Central Highlands Papua Province.

The Minister of Home Affairs (Mendagri) Tito Karnavian explained that the bill for the expansion of Papua is part of the government’s agenda in realizing accelerated development in the Earth of Cendrawasih.

“[Consideration of expansion is for] accelerated development,” Tito told reporters at the Parliament Complex, Jakarta, Wednesday (13/4/2022).

Tito said development in Papua was delayed compared to other regions. Even so, he admits that many areas outside Papua are still having difficulties.

“Yes, we hope that we know that there in Papua the development is delayed compared to other regions, although other regions have had success, I know. But it was only integrated in 1969,” said Tito.

He added that this inequality was seen when he became the Papuan Police Chief in 2012-2014, especially in the Central Highlands of Papua.

Tito said that the current division of the province in Papua reflects on the division of the province of West Papua which he claims has brought progress there.

“I am also a former Regional Police Chief there. I see that there is indeed inequality, especially in the mountains. It doesn’t mean that other regions don’t, but we take the model in West Papua, once West Papua was expanded there was an extraordinary acceleration. Sorong, Manokwari, which used to be sub-districts, has developed. (District) Tambrauw used to be closed, (District) Maybrat used to be isolated, now it grows open, “he said.

He said the expansion of Papua, which was oriented towards accelerating development, did not mean that other regions were already prosperous. According to him, inequality occurred in several areas there.

“Well, we took the model that we want an acceleration of Papua’s development, it doesn’t mean other regions are already prosperous, no. But we see that please come there to the mountains, yes, there is an imbalance because they are late. They just joined in 1969, others in 1965,” he said.
Thus, Tito continued, it was necessary to divide Papua so that development there would progress, as he said it was happening in West Papua.

“Therefore, it is necessary to accelerate development, taking the West Papuan model,” he said.

Previously, the draft law (RUU) related to regional expansion, namely three new provinces, was finally approved by the DPR. With the officialization of these three provinces, now Indonesia has a total of 37 provinces.

The three new provinces that were officially approved by the government came from Papua Island, namely South Papua Province, Central Papua Province, and Central Highlands Papua Province.
The bill was ratified by the Legislative Body (Baleg) of the DPR RI in a plenary meeting held on Wednesday (6/4/2022). In the plenary meeting, all factions in Baleg agreed to the bill on the three provinces.
