The government has officially extended the Enforcement of Restrictions on Community Activities (PPKM) throughout Indonesia. The government even emphasized that the strict rules will not stop until the Covid-19 pandemic can be controlled to 100 percent.
Although PPKM continues, the rules set are not as strict as before. Previously, there were additional active cases of Covid-19 after the Eid holiday. However, the addition of cases is not marked by an exponential spike in cases.
It is known, that the extension of the Java-Bali strict rules through the Instruction of the Minister of Home Affairs (Inmendagri) Number 24 of 2022 and the Minister of Home Affairs Number 25 of 2022 for the extension of the PPKM Outside Java-Bali, starting from 10-23 May 2022.
“We will carry out the extension of the PPKM simultaneously for all regions in Indonesia,” said the Director-General of Regional Administration of the Ministry of Home Affairs, Safrizal in his official statement.
Safrizal said that in the extension of the Java-Bali PPKM this time, the number of regions at Level 1 decreased from 29 regions to 11 regions, as well as the number of regions at Level 3 decreased from 2 regions to 1 region.
“On the contrary, the number of Level 2 regions increased from 97 regions to 116 regions,” he explained.
The same pattern also occurs in the extension of the strict rules outside Java and Bali. The number of regions in Level 1 dropped from 131 regions to 88 regions. Level 3 regions decreased from 39 regions to 22 regions.
“Meanwhile, Level 2 regions rose from 216 regions to 276 regions,” he explained.
Safrizal said that the decrease in the number of level 1 in several regions, both in the Java-Bali region and outside Java-Bali, was a warning that the Covid-19 pandemic was not yet fully over.
“Don’t let the wave of increasing cases happen again like the last two years,” said Safrizal.
Safrizal asked all regional governments to remain vigilant with the potential for a spike in Covid-19 cases after Eid al-Fitr.
“Although cases are still being monitored as stable, we are well aware that the incubation period for this virus can reach 14 days,” he explained.
The rules during the newest strict period
Work From Office (WFO)
PPKM level 3 regional non-essential sector offices or activities can operate at 50 percent WFO for employees who have been vaccinated.
In PPKM level 2 areas, Work From Home (WFH) is 25 percent and WFO is 75 percent. Meanwhile, in the level 1 area, 100 percent WFO is allowed.
Restaurant and Cafe
Restaurants or cafes that have just opened at 18.00 in the PPKM level 3 area may operate until 00.00 local times with a capacity of 25 percent.
In the PPKM level 2 area, it is allowed to operate until 02.00 if it only opens at 18.00 local time with a maximum capacity of 75 percent. The cafe can operate at full capacity or 100 percent until 02.00 local times in the PPKM Level 1 area.
If open in the morning or afternoon, cafes in the PPKM Level 3 area may operate until 21.00 with a capacity of 50 percent of visitors. The capacity of visitors in the PPKM level 2 area is 75 percent, while in the PPKM Level 1 area it can be 100 percent.
Activities in Mal
Malls or trade centers in the PPKM level 3 Java-Bali area may receive visitors a maximum of 60 percent of the building’s capacity and are open until 21.00 local time.
The PeduliLindung application must also be used and the implementation of strict health protocols.
Meanwhile in PPKM level 2 areas, malls are allowed to accept 75 percent of visitors, and 100 percent for PPKM level 1 area in Java-Bali with operating hours until 22.00.
Worship place
Locations that function as places of worship can hold congregational worship activities with a maximum of 50 percent of capacity.
In level 2 PPKM areas, worship activities are limited to a maximum of 75 percent of capacity, while in level 1 PPKM areas, 100 percent is allowed.
Cinema
Cinemas in the PPKM level 3 area may accommodate 50 percent of visitors with the Green category in the PeduliLindung application.
In the PPKM level 2 area, cinemas can accommodate 70 percent of visitors, and in the PPKM level 1 area as much as 100 percent. Children under 12 years old must be accompanied by a parent and show proof of vaccination at least the first dose.
Wedding reception
Receptions in PPKM level 3 areas can be held with a maximum of 23 percent of the room capacity and do not hold meals on the spot by implementing more stringent health protocols.
Meanwhile, in level 2 PPKM areas, receptions can be implemented with a maximum capacity of 75 percent, and for the PPKM level 1 area in Java-Bali a maximum of 100 percent.
Public Areas and Parks
Public areas, public parks, public tourist attractions, and other public areas in the PPKM level 3 area may be opened with a maximum visitor capacity of 50 percent.
Children under 12 years old must be accompanied by a parent, and specifically children aged 6 to 12 years old, they must show proof of vaccination at least the first dose.
In PPKM level 2 areas, a capacity of 75 percent is applied. Meanwhile, PPKM Level 1 applies the stipulation of 100 percent capacity.
