270 Foreign Nationals in Bali Apply for Emergency Stay Permits Due to Middle East Conflict

Travel disruptions caused by the conflict in the Middle East are now affecting foreign visitors in Bali. Hundreds of travelers have been forced to adjust their immigration status after multiple international flights were canceled. A total of 270 foreign nationals in Bali have applied for Emergency Stay Permits, known as Izin Tinggal Keadaan Terpaksa (ITKT).

The applications were submitted after the ongoing conflict in the Middle East disrupted travel routes and prevented some tourists from leaving Indonesia as scheduled.

Data reported by detikBali on Tuesday (March 10, 2026) shows that 35 foreign nationals who were directly affected by flight cancellations have received a waiver for overstay fines. These travelers were granted the exemption after fulfilling the required emergency administrative conditions. The data covers the period from February 28 to March 8, 2026.

Flight disruptions during that period were significant. A total of 40 departure flights from Bali to Doha, Dubai, and Abu Dhabi were canceled between February 28 and March 8, 2026.

Head of the Bali Regional Office of the Directorate General of Immigration, Felucia Sengky Ratna, emphasized that authorities are addressing the situation with a balanced approach that combines humanitarian considerations with strict adherence to regulations.

“Bali Immigration is fully committed to proactively providing easy and fast immigration services. However, at the same time,” said Sengky.

“We are also ensuring that field supervision remains strict to ensure security and order in Bali remains conducive and there are no loopholes for abuse of the regulations.” she added.

The Bali Regional Office of the Directorate General of Immigration confirmed that the waiver of overstay fines applies to 35 foreign nationals whose flights were affected by the Middle East conflict during the February 28 to March 8 period.

“They have fulfilled the emergency administrative requirements,” said Felucia Sengky Ratna, Head of the Bali Regional Office of the Directorate General of Immigration, in Denpasar on Monday.

Under Indonesia’s Immigration Law, foreign nationals who overstay their permits for less than 60 days are normally subject to a fine of Rp1 million per day. However, the current policy allows exemptions for those whose situations fall under emergency conditions.

Immigration authorities have also issued emergency stay permits to 270 foreign nationals through the Ngurah Rai and Denpasar Immigration Offices.

To apply for the ITKT service, affected travelers must provide several documents. These include their original passport, proof of a canceled airline ticket, and an official letter from the airline confirming the flight cancellation.

Immigration offices in Bali have also expanded their support channels. Authorities are maximizing complaint and assistance services through call centers, social media platforms, and direct reporting systems to guide foreign nationals regarding their immigration status.

The office has also implemented a same-day service policy for the issuance of ITKT to ensure faster processing for affected travelers.

At the same time, immigration authorities continue to maintain strict supervision over the foreign nationals involved. This monitoring is intended to prevent potential social issues, maintain public order, and ensure that emergency stay permits are not misused under the pretext of extraordinary circumstances.
