Extending STNK Must Pass Emission Test

Indonesia is still improving to become a zero-emission country. One of the steps taken is the obligation to pass emission tests for motorists who wish to extend their Vehicle Registration Certificate (STNK) at the end of 2022 in the DKI Jakarta area.

This was confirmed directly by the Head of the DKI Jakarta Environmental Service, Asep Kuswanto. He said, Tuesday (5/7/2022), “Our target, God willing, by the end of this year we can start implementing it. For the extension, it must have been an emission test, because our data is well connected with Bapenda [Regional Revenue Agency].”

Later, vehicles that do not pass the emission test cannot renew their STNK. He also added that these conditions only apply to four-wheeled vehicles.

Asep also said that his party had coordinated with these various parties, including the Regional Revenue Agency (Bapenda) for the vehicle tax payment mechanism.

“We have started collaborating with Bapenda, especially for the future STNK extension, especially for four-wheeled motorized vehicles, all of which must have passed the emission test, then the STNK can be extended,” he explained.

His party will also coordinate with the Polda Metro Jaya regarding fines for vehicles that have not passed the emission test.

“We are also opening communication with the Cabinet Secretariat and the police to start implementing sanctions for vehicles that do not pass the emission test,” he said.

Actually, this policy will be implemented in November 2021. However, the Metro Jaya Police and the DKI Jakarta Provincial Transportation Service have postponed the application of providing proof of emission violations (tickets) for motorized vehicle emissions that cross the streets of the capital.

“Action with a ticket should have started on November 13. However, the meeting decided to postpone the action with a ticket,” said Traffic Director of Polda Metro Jaya Kombes Pol Sambodo Purnomo Yogo in Jakarta, Friday (12/11/2021).

Sambodo revealed that there were several reasons for delaying the policy, one of which was the readiness of facilities for motor vehicle emission tests. Motor vehicle emission checks are planned to be applied to vehicles aged over three years and according to data from Polda Metro Jaya there are 14 million motorcycles and 4.5 million cars in Jakarta that are over three years old.

“It takes about 500 more emission test workshops for four wheels and around 1,400 emission tests for two wheels to cover all vehicles in Jakarta that are over three years old,” he said.

For information, the exhaust emission test of motor vehicles is carried out by installing a gas detector in the vehicle exhaust.

The tested vehicle must be in the on position, but not turn on any electronic equipment in the vehicle, such as radio, air conditioning, or lights. Emission testing is carried out for 5-7 minutes.

After completion, the levels and content of substances in the vehicle fumes will be recorded. The substances detected were CO (Carbon Monoxide), HC (Hydrocarbon), CO2 (Carbon Dioxide), O2 (Oxygen), and NO (Nitrogen Oxide).
